Question about English (US)

Is the word "uneducated" (or "not educated" ) considered offensive?

For example,
"People in the country are not educated on that topic."

Apart from the fact that the statement is an example of hasty generalization, how offended you'd be if you were one of the "people in the country"?
Thank you!
