It would be more accurate to say that “Tom keeps tinkering with the slingshot to shoot more accurately, in order to catch himself some dinner”
The underlying assumption when using “tinkers with” is that the thing works, you’re just trying to improve upon it in some way.
Your example sentence using “hurting for” works well and is a perfectly natural use.
