a "stair" is a "step" (flat surface) that is part of a series of steps from one level (of a building) to another.
a "stair" can also mean (less commonly) the same as "stairs" or "staircase", the entire collection of steps from one level to another.
A set of 3 steps in front of a door is not 3 stairs, nor a (stair or stairs or staircase).
A set of 15 steps going from the ground level to the upper level of a house is a set of 15 stairs, also called a staircase or a stairs or (less commonly) a stair.
