Which of the above to use when, for example, looking at a menu. I'm tending towards 'borde' as I believe this to be less authoritative and more suggestive. Just wondering what the consensus is ? Tack.

I don't think either of them sounds authoritative.
The first one sounds more like you're asking what someone wants you to order, like if you're going to order food for the other person, or if you want them to decide what you are going to eat.
And the second one is more like you're asking for advice, like "what do you think would be the best choice?"

@Hallstrom Thank you. So just to clarify, the first (ska) would perhaps be applicable if a couple were to be eating and one of them asks "what shall I order" meaning to order for both of them. Whereas the second (borde) might be one of the couple asking the other one for a recommendation about what to order for them self ?
