Which is the correct sentence?

I'm not sure whether "no + noun" is singular or plural. I'd appreciate it if someone teaches me.

Both are correct, but "no children" is the more normal way to say it.
As a special case, if somebody thinks there is a child (one child) in the park, and you look around the park and don't find one, you could say "There is no child in the park" to negate their supposition.

That's also true. You're right.
That's a statement which really should be said emphatically, though, as in "not a single one exists".
