Sí, por lo menos yo lo he escuchado y leído una gran cantidad de veces, aunque si tuviese que clasificarlo entre las dos opciones que me diste, "formal" me parece adecuado.

自然ですけどフォーマルな表現です。もっと砕けた言い方なら、si no fuera por が使えます。
