Que is just to emphasize and it's barely used, you could do well without it at all, it doesn't change the meaning. If any difference, I would say the first one is more informal, although both versions are formal because they imply Usted, but the first one sounds kinda incorrect because Que isn't necessary. To me, using Que implies you're a subordinate, idk why

@ThirstyForKnowledge Actually, using Que sounds like you're friends with them but not that close to call them by TÚ. It's still formal but it sounds like you're talking to an acquaintance.

«Que no se le olvide» is the correct form because this a subordinate clause.
-> (Espero) que no se le olvide la mensualidad de la administración.
It's just that, in Spanish, we tend to skip the verb «esperar» in sentences like these.
-> (Espero) Que te vaya bien.
-> (Espero) Que te mejores.

The other one is incorrect, you would need to say.
-> No olvide la mensualidad...
or
-> No se olvide de la mensualidad...
That is, if you want to express it as a command.

Una forma sencilla de saber sí la oración es correcta es invirtiendo el orden y ver si tiene sentido:
Se le olvidaron las llaves.
Las llaves se le olvidaron. (correcto)

La mensualidad de la administración no se olvide (incorrecto.)
Debes introducir una oración subordinada, como lo mencionó RonnieT.

@RonnieT That's an excellent explanation. Putting "espero" at the beginning makes it completely understandable for me.
Unfortunately, native English speakers sometimes leave out words at the beginning of sentences also which is quite confusing for non-native speakers.
