"blast" is better for this meaning.
Using "explode" sounds more like they had to destroy or collapse a tunnel that already existed.
"blast a tunnel through the mountain" makes it clear that they used explosives to create the tunnel and build the tunnel.
Technically it is similar, but they have different nuances.
- "explode" and "explosion" is most often used for when things are damaged or destroyed.
