Question about English (US)

What is the difference between This year I had so many commitments in tokyo that I spent most of the spring there, instead of going to America that I had planned. and This year I had so many commitments in tokyo that I spent most of the spring there, instead of going to America as I had planned. ?Feel free to just provide example sentences.

I would like to know the difference between "that" and "as" in these sentence.
According to a reference book, "as" is more correct, but I don't know why.
I would also appreciate it if you could tell me why I cannot use that.
