I heard someone say "He does that" to mean what 'he' is like always....

I'm wondering if I could make use of that expression with other subjects too...

for example,
let's say I have someone as a guest in my home and the guest tried to use a water purifier which often breaks down. and the water purifier didn't work this time too, so he asks "hey, the water doesn't come out."
in that case, can I reply "Oh, that does that" or "it does that"?

(I know I can say other things instead like "It happens", but I'm specifically curious about the "xx does that" expression )
