What is the difference between There have/has never been and There never been ?Feel free to just provide example sentences.

I was solving the English olympiad task in which you need to complete the second sentence(using between 2 and 6 words) so that it has the similar meaning to the first one. I came across this one: "There were more spectators than ever before - There _____ spectators before". I filled it in with "have never been so many" but the correct answer is "never been so many". Can you tell me what is the difference between those options and is my choice acceptable? Thank you in advance
