Question about English (UK)

Could you please tell me how “whom” is actually used?

In the articles about “who” & “whom” Cambridge Dictionary give this example:
“Can you tell me who I should talk to?”,

and Grammarly.com give this example:
“Whom should I talk to about labeling food in the refrigerator?”,

so I’m really confused, although I think I understood the main concept of “subject / object”
