Most of the time:

"go" means moving away from the speaker
"come" means moving towards the speaker

So you "come closer" and you "go away".

So if you are standing at the bottom of the stairs, you might tell your friend to "go up the stairs, and I will follow you."

But if you are already at the top of the stairs you might say "come up the stairs! I want to show you something up here."

And if you are inside, you can say "come inside!" but if you are standing outside, you would say "go inside. I will join you inside in a minute, but I have to do something first."
