āHe was runningā here, the past continuous describes that the action of ārunningā began in the past and ended in the past as well.
- by using the present perfect continuous in āHe has been running.ā It means that the action of ārunningā started in the past but it continues up to the point of speaking about it (to the present).
He was running, and he is still running now.

Sorry for the confusion I caused. Iāll try to explain as best as I can. You can use the present perfect continuous tense to talk about actions that started in the past and still continuing now/stopped recently.
If you try to put your example in a clearer context; for example, by including a time or a duration.
āheās out of breath. Heās been running since 8:00amā and now (at the time of speaking) itās 8:30am and heās still running.
āheās been running for the last hour.ā You canāt say that the action is done just yet.
If we just say āheās been runningā without a duration, youāll consider only the past part of it. In that case it will have the meaning of (lately/recently).
Heās been practicing his English (lately).
Heās been exercising (recently).
Heās been running (lately) etcā¦
As for āHe is out of breath. Heās been running.ā It does give a different impression. By including a result or an effect āout of breathā you can say that the action stopped recently and was done.
