I found a phrase "lack of sleep is a problem that cannot be overlooked", but I think "cannot" is not good here because the problem is "able to" be overlooked. I guess "shouldn't" would be better. Do I make sense?

It makes perfect sense.
Saying "shouldn't" means there is a choice I am making. For example: I shouldn't overlook my lack of sleep, but I am (overlooking it).
Saying "cannot" means there is no choice because doing so has resulted to something. For example: I cannot overlook my lack of sleep because it makes me tired throughout the day.
