It means "This is unfortunate/bad."
Usually "to suck" is used in a situation that isn't very serious. So if someone gets into a car crash and dies, you probably don't want to say "That sucks."

@Naruto1999 It's used in the sense of something being negative; e.g. saying "You suck." to someone would indicate you think they're a bad person, either in terms of being incompetent or in being a bad influence in others' lives.

@Naruto1999 Yes, the original saying is that sucks d*ck, but I don't think anyone will think you mean this if you use it in the context of a bad situation.
Also, you may come across "you swallow" as a response to "you suck." I'm sure you can figure out what that means.
