By temporary workers, did you perhaps means they work part-time? Then I'd recommend phrasing it as,
"Experts say that 30% of the workers in the age group 20-30 in Japan work part-time jobs."
Also,
"There is no reason that the government should give priority to...."
(As in, add a 'should' before 'give')
