In legal English, you hire a lawyer by giving them a "brief" - a request to work on a specific problem. If they start working on other problems, they are going "outside their brief", and are charging you a lot of money for doing things you don't want them to do.
This expression is now used more generally for people who are supposed to do one thing but are actually doing another.

Said another way: Someone has chosen to do work outside the scope of either their job description or their assignment.
