Check means to look at and review.
Ex.
Go check the horses.
"Make sure" and "confirm" are very similar. "Make sure" is informal and "confirm" is formal.
Ex.
Make sure that the horses have food.
Confirm that the horses have food.

Yes. In your sentence "see" is the same as "make sure." However, "see" does not make sense in "see that the horses have food." It is a logical sentence, but does NOT have the same meaning as "confirm that the horses have food."

@anzu_12 “Sure” means being certain of something, to “make” sure, you are making yourself sure of something. You are confirming something. We sometimes say “see” instead of “making sure” because seeing something is a way of making sure. For example, if want to know if someone is okay, we can look at them and see with our eyes that they are okay. Now we’ve made sure.

"see" is very similar to "check." If you want someone to just look at something then use "see." If you want them to look and and review then use "check." "Make sure" and "confirm" are almost the same except "confirm is more formal. You will use "make sure" instead of "check" based on grammar. "Check" is a verb so you do it onto something. "Make sure" is a phrase so use it in regards to something, and is almost always followed with "that". For example:
You need to check on those people.
Check to see if they are done.
Make sure that you have the files.
You need to make sure that she bought the gift.
