“were on the rise” says used to be on the rise but might not still be on the rise.

yes, it is grammatically correct. “were” is fine as it’s in a conditional statement. (e.i. if I were rich, I would buy a house).
Using “were” instead of “are” means you’re talking hypothetically (meaning, if we assume it is true). “Are” would work too, but in a different way, where you’re talking about the current situation.
