戦わされている。should be されている。
「__が戦わされている。」means,「__is being forsed to fight.」

''戦わされている''は受動態(Passive voice)です。
【How to use 戦っている】
[A]が戦っている→[A] is fighting now.
[A]が[B]を戦わせている→[A] is making (forcing) [B] (to) fight.
[A]は[B]に戦わせられている→[A] is being forced by [B] to fight.
※[A] and [B] can be people, a fighting bull, any living thing that might fight. Maby robots too.
※戦う means
【Why it cannot be used for 議論】
If you say
議論が戦わせられている
this will mean
''Discussions are forced to fight.''
which doesn't make sence, cause "Discussions" aren't living things and they don't fight.
【How to use 議論 correctly】
[A]が[B]と議論をしている→[A] is having a discussion with [B].
[A]が[B]に議論をさせている→[A] is making [B] discuss.
[A]が[B]に議論をさせられている/議論をやらされている→[A] is forced by [B] to discuss.
If you want to use 激しい
then you can say,
激しい議論がされている。
or
激しく議論されている。
