I'm having a rest means you are resting, or relaxing, or taking time out to rest
I have break doesn't make proper sense because break can be uses in multiple contexts, but I'm guessing you mean in the sense of resting and in that context it would mean basically the same thing, though it would be I have a break or I'm taking a break
