Does 我想說 mean "I want to say", or something else?

For example in this scene I just watched:

[ Context: character A suspects character B of committing a crime]
Character A: What were you doing on this day ?
Character B: ‪我記得那天下著大雨啊，我想說來店裡面走一趟嘛，畢竟剛裝潢完‬

Or does 我想說 just mean "I want/I plan" (but obviously in past tense here).

Just asking because in English "I want to say" means something very different.

(但「我當時的想法是」並不是每次都可以想成是「我想說」)

有時候說的人只是"想"而已，他不一定有這麼做。
他很可能有來店裡:
B : 我記得那天下著大雨啊，我想說來店裡面走一趟嘛，畢竟剛裝潢完‬。
B : 我記得那天下著大雨啊，我當時的想法是來店裡面走一趟嘛，畢竟剛裝潢完‬。
他沒有來店裡:
B : 我記得那天下著大雨啊，我當時的想法是來店裡面走一趟嘛，畢竟剛裝潢完‬，不過後來臨時有事就沒來了。

當你在找理由解釋、辯解一些事情時，「我想說」的意思就像是「我以為」
C : 你怎麼把花瓶打破了?
D : 我在玩的時候想說它很硬，(所以)不會破掉。
D : 我在玩的時候，我當時的想法是它很硬，(所以)不會破掉。
D : 我在玩的時候以為它很硬，(所以)不會破掉。
我以為花瓶很硬、不會破，所以我玩了它，但實際上它沒有我想像中的那麼硬，所以它破了。

這個用法很不正式，並且通常不適合用在工作上，因為會讓人認為你很不負責任。

在過去式時你可以想成「我當時的想法是」
但你也可以用在現在、當下，你可以把它想成「我的想法是」，常用於 說出自己的想法後，希望別人提供他的想法、意見、建議。

我想說我們可以組一個樂團，你覺得呢？
我的想法是我們可以組一個樂團，你覺得呢？
我認為我們可以組一個樂團，你覺得呢？
(你是這麼想的，並且你詢問對方覺得可不可以、有沒有可能)

老師:你畢業後有甚麼打算嗎？(你從學校畢業之後，你想要做甚麼？)
我:我想說畢業之後就出國讀研究所。
我:我的想法是畢業之後就出國讀研究所。
(你是這麼想的，並且你可能希望老師給你一些建議)
