Make out can mean a few things. The first has a more visual meaning.
“I can’t quite make out who that is in the photo, the photo is quite blurry.”
The second is asking how they did after something finished. “I really struggled on that test. How did you make out?”
Lastly, make out refers to kissing.
Figure out is about a more general understanding. It could be visual, but it could be anything.
“I can’t figure this puzzle out, it is so confusing!”
