1: I have not (haven't) been to Tokyo.
2: I have (I've) never been to Tokyo.

" I've never been to Tokyo."
Both mean the same thing that you have not been to Tokyo.
"I have never been to Tokyo." puts greater emphasis on your not having been to Tokyo.

"I haven't been swimming." (this could mean haven't ever been swimming or could mean haven't been swimming today.)
"I have never been swimming." ( this means have not ever been swimming)"
