#2 and 3 mean pretty much the same thing.
examples:
A: I'd like to return this sweater
B: That's not a problem (meaning... it's OK you can return it)
B: That's no problem (same meaning as above).
#1 means something different. SEE BELOW:
A: I'd like to return this sweater.
B: Why, is it too small?
A: THAT'S NOT THE PROBLEM... the problem is, it's the wrong color.

That’s not the problem- this is a denial. For example if two people are arguing, one of them might say “ you are always late. That’s not the problem here.”
That’s not a problem- this is what you might say to somebody when you want to reassure them. “Don’t worry I have plenty of money. Money is not a problem today.”
That’s no problem is again a way to reassure somebody and tell them all is going to be ok.
If I dropped a plate on the floor and it broke, the person who’s plate it was might reassure me by saying that’s no problem, I’ll clean it up later.

something else that sounds similiar is.. "NO PROBLEM"
people have started to say this INSTEAD OF 'you're welcome" and... it's annoying to alot of people.
example:
A: Hey, thank you for paying for my ice cream
B: No problem (meaning: YOU'RE WELCOME). of course it's not a problem! but this has become very common.
