It depends.
The letter came some minutes before he left. seems reasonable.
But what it the letter will be coming in the future?
The letter will come some minutes before he leaves. also makes sense.

@ducky1234 past perfect indicates actions happened before any event right ? If the letter came before he left, why there is - before he "HAD" left, if the letter coming was the first thing to happen ? Sorry for complicating.

The letter came some minutes before he left.
I do not see any difference in meaning with the two sentences above.
