@A_1990 “They are family" can mean that they are closely related, not that they constitute an entire family. Jim and Mary are brother and sister, so they are family. This can also be said about people who are not biologically related, but have a close bond that is akin to a familial relationship.
As for “they are a family”, Jim, Mary, their mother and father, and their baby brother are a family. It’s very specific on who is in the family.

@A_1990 all are fine. "the are family" might be used to explain their relationship or how they act together. "they are a family" is a simple statement of fact. "it's a family" might be used to describe a group of people from a distance
