A: What should we build here? How about a library?
B: I think a restaurant would be better.
A: There's a restaurant across the street, and a bar next to it. Which one should we go to?
B: I think the restaurant is better. We have a minor (未成年者) with us.
This is my friend. He is a teacher.
Hey, put your phone away. Listen to the teacher.

I think restaurant is better. = don't use, makes no sense.
I think the restaurant is better. = can either be compared to another restaurant or something else. for comparison to another restaurant, "I think this/that restaurant is better." makes more sense
I think a restaurant is better. = can only be used in comparison to something other than another restaurant

@Tomato10 depends on the situation. is it a specific restaurant/cafe or do you just mean you like restaurants more in general?
