thatは間違いです。
但し、in countries that this is true for だったらまた正しいです。

this is true で文が簡潔しており、関係性で言うと country がその主語でも目的語でもなく、いわゆる物語の舞台に過ぎないので where を使わなければなりません。

一方、this is true for の場合、country が for という前置詞の目的語になるので that が正しくなります。
