Question about English (US)

I'm in classroom/ on the street. if I'm curious about everything or find the person interesting. Could I ask for their name: "What is your name?" and wait for them say their name to me. Is it suitable to your country's culture?
Are people in your country curious like I am? Do you ask like this like me do?
