Jargon: words or expression used by particular group/profession that's not used by common people
Here jargon-generating packs means that those (nominalization) words gathers together to infect other words to make it sounds like a jargon. The phrase uses metaphor to describe words like animate beings.

The writting describes one process of how new words are created in English. Namely, the adding of affixes - prefixes and suffixes to make new words (nominalization). This process repeats itself overtime creating what the author calls 'jargon generating packs' He is of the view that such words such as 'globalization' and the other one are awkward and hard to use therefore becoming jargon as @sunshowery explained.
