"It would be nice to ~" sounds more practical or reasonable

意味はほぼ同じですが、返信が欲しい場合は”Wouldn’t it be nice”を使用します。

"It would be nice to ~ " can be used in a much more rude and sarcastic way than "Wouldn't it be nice to ~ ".
"It would be nice to" is a statement. You're not asking for anyone's opinion.
"Wouldn't it be nice to" is not a statement. You're asking for someone's opinion.

@YiiBi55 It is not weird in daily conversation. It's like saying "I'd like to." But you are also suggesting you'd like a response. Although "wouldn't it be nice" can also be rhetorical. Do you have a specific example you are wondering about?
