From my understanding, there is very little difference, in some situations, but they do not have the exact same meaning. Founding seems to be more like an official process, in which something is established.
I also found this good point after a quick search:
"establish has a broader range of meanings, for example you can establish a good reputation somewhere, or with some people or establish a relationship with someone, you can't found those things"

In the legal sense, "establish" means to create something by passing a law or signing a contract or similar, while "found" means to create something by spending money or materials.
