It's tough for me to explain it.
It's more literally and emphasizes rigid nuanbe than simple colloquial sounds.
EX:
人間は愚かだ
人間とは愚かな者である

Yes, it is. It sounds quite formal. You would use って or っていうのは instead in informal conversation.
Eg.
「敬語」とは何ですか?(formal)
「敬語」って何ですか? (informal)
「敬語」っていうのは何ですか?(informal)
