Not quite. When saying "less than"/"more than" you need to make sure your subjects are numbers ("people" is not actually a number, so you need to say "The number of people who ..." instead). Also, the same issue happens with "3 times as B". "3 times" needs to apply to a number, so you need to say "3 times as much as B" (or "3 times the number for B"/"3 times the number who experienced B", etc) instead. So:
"The number of people who experienced A is less than 3 times as much as B."

Not quite back to you. Your answer is very convoluted and is poor English. “More” is not the same as “more than”. More people saw the film than went to the play. More than 50 people saw the movie while fewer than 20 saw the play. Note that “than” is not in my sentence, which is perfectly correct except that “time” should “times”

@Gordo99 It is also worth noting that our two answers do say different things, as well. Upon rereading, it's actually unclear to me which meaning was intended:
"less than 3 times" means it is *some number* which is lower than 3 times the other value. That could be only 2 times, or 2.5, or 0.1 times, but they all fit that criteria. It is just not equal to or more than 3 times.
"3 times fewer" means it is exactly 1/3 of the other value, not more or less.
