To give up is just a phrase. The word up does not have it usual meaning, which is upwards, there. Don’t think of up as a word on its own, but rather think of give up as it’s own word with its own meaning when you see give up.

Give up is a phrasal verb meaning to surrender or quit.
Guess what I have in my hand — I don’t know. I give up. (I surrender, tell me)
