I think you mean “talk down to someone” which means to talk to them as if they were a child. To insult is to say something rude or insensitive to someone or to treat them as an inferior.
He insulted me as he walked by. As he walked by he said something rude and insensitive to me (about my weight, something I’m wearing, something about me he doesn’t like, etc)
My boyfriend is very demeaning towards me. I don’t think I want to stay with him. This means he talks to me like I’m either inferior in some way or as if I was stupid or as if I was a child.

Yes, talk down to is used regularly.
Come down on = to criticize or scold harshly. My mother frequently comes down on me pretty hard.
Look down on = treat someone as if they’re inferior. I feel like you really look down on me! I’m just as good as you are.
Talk down to = treat like a child, demean someone. Stop talking down to me! I’m your wife, not your child!
