I guess you can say that, but it sounds a little strange. You can say
He's a sharp dresser.
He often looks sharp.
He often wears sharp looking clothes.
He often dresses sharp.
He often dresses sharply.
By the way, I think "sharp" can be used for women too.

Yes, it sounds natural except for "of". This word should be "on" or "in".

@handsomeish I'm not sure. Both are fine in this situation. I guess I'd probably use "in". When "subject" means a scholastic subject like engineering, chemistry, mathematics, a foreign language, etc., we usually use "in".

I think "rakish" is an old word that is not used much any more. It might be a word that was trendy in the old days. I don't think US people say "rakish" any more.
