Technically, you use “whom” when it is the object of a verb or preposition. However, in regular, everyday speech, most English speakers ignore this rule and honestly might not even be able to tell you when to properly use “whom.” I wouldn’t worry about it much unless you plan on writing academic papers or really formal writing in English.
Example: “Whom do you believe?” is 100% proper grammar, but I would say that most native speakers would say “Who do you believe?” Another example, “To whom was the letter addressed?” is the proper way to say it, but no native speaker will probably ever say this. We would be more likely to say “Who was this letter addressed to?”

"Who" is for the subject of the sentence and "whom" is for the object of the sentence. It's just like the difference between "I" and "me."

@wiwiwi2020 No. It should be "Whom is she talking to?" or "To whom is she talking?"
In most questions, the question word must be at the beginning of the sentence (aside from any prepositions that the question word is the object of, like "to whom?" or "since when?" When the word order of a question is the same as that of a declarative sentence, you are questioning a statement that the listener just said. So "What did you do?" is a normal question, but "You did what?!" is an expression of disbelief because the listener just said they did something that is hard to believe
