"talk" y "discuss" es iguales.

debate is not like discussing something or different things until one decides or comes to an agreement and decide which one regardless of who participate in it?
argue is like discussing with anger or politely?

Talk and discuss mean the same thing, but thier use is slightly different (you can't just exchange the words). "I want to discuss the project." or "I want to talk about the project." or "I have concerns about the project, let's talk." or "I have concerns about the project, let's discuss it."
Debate usually means there is some disagreement, but it is discussed in a friendly or neutral manner. Debates can become angry, but at that point it would usually be called an arguement. Argue doesn't have to be really angry, but it rarely means polite. It usually implies some sort of elevated passion between the speakers.
"The two candidates debated their views regarding helping the poor."
"The debate was whether to eat Chinese or Mexican food tonight."
"The brothers argued about who the girl liked more."
"The married couple argued so loudly, all the neighbors hear it."
But sometimes argue is not impolite, like:
"I would argue all beef hot dogs are better than ordinary hot dogs." A native speaker wouldn't say "I would debate" in this case, so perhaps this case is a bit of an idiom.
Of course there is gray area between debate and argue. When does a debate turn into an arguement? No exact moment, but as tension rises, it becomes more of an arguement.
