What does (1)he wants me to eat, (2) he wants a book to read in 1(first) sentence me is working as subject for infinitive but why in second sentence a book is not working as subject for infinitive mean?

उसे पढ़ने के लिए एक किताब चाहिए। - He wants a book to read (the book is not reading anything, it is the *person* who needs a book to read)
वह चाहता है कि मैं खाऊं | - He wants me to eat (I am the person eating)

I want this building to come down.
(What is the action?) - come down
(Who does the action?) - The building (The person wants the building to collapse(come down), but the building is the thing which is collapsing)
So "building" is the subject.
In another example,
"These children want the toys to play with"
(What is the action?) - to play
(Who does it?) - The children
So "children" is the subject

The meaning is the same.
He is the first person to qualify exam - Used by newspapers, present tense to show a sense of "currentness" but the action is still in the past.
He is the first person who has qualified the exam. Also correct and used in speaking and writing, means the same thing.

but sir/ mam simple infinitive doesn't show that action is completed only perfect infinitive show complete action

@kumarakshay841417 True, but some newspapers use present infinitive but still mean that the action is completed.
You need not use it if you feel uncomfortable about doing so, just know that when you think that an action should be completed but the present infinitive is used, it is most probably completed.

"To be" is the infinitive form of "be". Everywhere you have to use an infinitive form, use "to be"

eg. (1.)you are said to go( 2.) you are said to be rich in (1.) first sentence i got to know (to go) not completed infinitive but how in second sentence (2.)i got to know( to be ) is completed action or meaning person is rich or not at time of telling

@kumarakshay841417 It is not a completed action, but more of a continuing action. "You are said to be rich" means that the person is rich now. (present)
