Neither one are correct. You just say, "I got 70 points and he got 100 points."

"While" means "happens at the same time."
"But" means "this happens INSTEAD." The word "but" can have a negative connotation. For example:
"I ran while he watched."
---> I ran, and at the same time, he watched me run.
"I ran but he watched."
---> I ran, but instead of running with me, he only watched me run.
"But" emphasizes the difference between the FIRST part of the sentence, and the part that comes AFTER but.
"I ran but he watched."
---> Why didn't he run with you? Why did he only watch you run? It's kind of weird that he only watched you run.
"I ran while he watched."
---> Oh, that's alright! He was probably supposed to watch you run.
So, for your original sentences:
"I got 70 points, while he got 100 points."
---> States two facts, and nothing else.
"I got 70 points, but he got 100 points."
---> Emphasizes the difference in points. Yes, I got 70 points but he did better than me, because he got more points!
