Blues is slang for feeling depressed or melancholy.
"gets the blues" is quite common, but I never heard anyone say "gives the blues."

wow! that is an interesting English phrase(more specifically, American) that could be used in slightly different ways.
"blues" could refer to any depression, sadness, loneliness, etc.
Blues music was/is thought to be a cure for that!
