If you mean you want to be a professional writer, yes.
Some of my English speaking friends who passed N2 write good Japanese sentences but Japanese people can recognize they're not native Japanese speakers to see the wording. Just for communication, N2 is enough. But if you wanna make people impressed with your Japanese writing, N1 is necessary imo.

Language proficiency is important.
As Leo_abg says, N2 N1 isn't enough.
Professional writers know or comprehend almost all written expressions, I (a native speaker) am not enough as well.
But, Poetry is not like that. Of course, proficiency is also important.
However, a single word that expresses the soul can bring a person to tears.
If you write poetry from your soul, you can hit the heart of people, regardless of your proficiency level.
Nevertheless, which term is most appropriate depends not only on your proficiency but also on how many expressions you see and understand deeply.
I have a friend from the U.S. who, regardless of his proficiency level, feels the soul of a certain Japanese word. Of course, his terminology in Japanese is often inappropriate, but sometimes I am impressed. He knows and can explain more English terms than the dictionaries used by experts.
