Yes they are both ネズミ。when I saw a rat for the first time I thought that was 大きいネズミ! so basically ネズミ is mice (smaller one) but we also call rats "ネズミ". I think it's because there are few rats in Japan.

なるほど! I'm glad to hear that there aren't very many rats in Japan, I've never seen one outside of a zoo (luckily) but they can be ridiculous......
