Chubby is slightly over weight but in a cute way. Like little children can be chubby. It's a little extra but not super overweight.
Fat is just extremely overweight. An adult 300 pounds would be fat. A kid with baby fat is chubby.

Chubby isn't necessarily fat. It's just a little think. Fat tends to imply being overweight and unhealthy.
