Depends on the question. If it's the normal English greeting "How are you?" we usually answer with one word unless we're being formal: "fine" and "good" are both acceptable, but "good" is more positive.
In very proper English, you would say "I'm well," instead of "I'm good." (Some people will insist that "I'm good" means "I'm a nice person.") But at least in the USA, it's much more common to say "I'm good."

Depends on what you mean. "I'm fine" means that you are feeling alright/ok. You aren't sick or stressed or anything. "I'm good" means you are a nice and helpful person.
Many people will use "I'm good" to sometimes mean "I'm feeling ok", but they will much more rarelyuse "I'm fine" to mean "I'm nice".

In a more causal use, you can answer "I'm good" to this type of question: Do you want more water? In other words, "I'm good" can mean you're satisfied with whatever state you are in right now.
