@xxxharupi Rural means "of the countryside". A city would be "urban".
"I live in a city in Nagano prefecture" would be OK.
If you want to say 'a city away from the main cities' you can say:
"I live in a provincial city in Nagano prefecture."

Unnatural
Grammar is fine but the words themselves do not. Like Igirisujin pointed out, a rural city doesn't really make much sense. Perhaps an isolated city?
