Happen & by any chance both mean occurrence. The only difference between these 2 is that "happen" could both mean the possibility and certainty whereas "by any chance" only means possibility!
Examples:
The car accident that happened yesterday took the lives of 3 people (certainty)
Do you have a lighter by any chance? (It's a possibility)

I was going to ask the difference between "Do you 'happen to' know him?" and "Are you Allen 'by any chance'?". In this case, the first one means possibility and certainly, and the next one means just possibility?
